The experience around here is it is not good when it's wet. When map gets dirty you need to sweep it to clean it. Plastic bag tolerates well hard sweeping - you can't sweep ink off. But If there is no bag you are sweeping map's surface where the ink is and it does not survive sweeping well enough. So the issue is not waterproof map not tolerating water, it is not tolerating mechanical sweeping/cleaning.

I think the thinking is here waterproof paper and no bags approach is fine for events like FIN5 where you get rid of big amount of bagging work (lots of runners and several days), but it is not good championship races.

Yes. There is also the problem that the mud gets ingrained, so it doesn't sweep off (or only if it takes the ink too). This may depend on your paper.
