I always wonder why emergency services always respond with everything they got. What if some other emergency occurs, and all the personnel are atop hill on a narrow road.?

There's a lot to that. EMS/ambulance services became another marketable product not long ago. Early on in America, it was, to a large extent, a market place of (noble) ideas - now it's mostly just a market place.
