You row at a higher rate than I do. I mostly strive for 22-24, sometimes up to 28 or so, but only if I am trying to go faster. Haven't tried different damper settings in a while. Mostly 4 or 5.
Being taller is an advantage,for you. I do not think I could attain the speeds I do if I rowed at a setting of 5 with a stroke rate in the low 20's.
Typically I am around 30 s/m.
I used to row at 29-30 also. A few years ago I got it in my ahead to try a slower cadence, pay a little more attention to form. I think it allows me to go faster when I do decide to lean into it and row at 30+.
