The first ISOM was issued in 1969 to try to standardize widely varying methods by various countries. Green was added to the standard in 1972. Can't open the link you reference so not sure what is missing but that might be why.

The above was from the new draft revision to ISOM that Spike posted a while back.

Able to open the map. Standards for mapping have changed a lot since then. What you see there is a basic usgs Topo with lots to guess at. We are a bit spoiled with the fancy maps we get now.
