Discussion: Map IP centralised

Re comments in the latest O-Vic. Is it time the VOA took control of all new maps in Victoria? The big ones -- not so much street-O, local areas etc. This would allow any negotiations to be formalised in a central authority. It would need to be contingent however on there being skilled negotiators available -- and involved. Are we at this stage yet?
