From bulletin 3:

GPS: On the WRE courses (M-21+ and W-21+) the use of GPS devices for any purpose (including logging) is forbidden unless there is no display or audible feedback. In all other classes, competitors may carry GPS devices but the use of GPS devices for navigational purposes is forbidden.

I am interpreting above to mean that logging routes using a gps device (such as a Garmin watch) is allowed for non-WRE classes. For these classes, will we be allowed to run with a visible display or will the display have to be covered up? In other words - can I safely assume that I will be able to use my Garmin as a stopwatch for time keeping or do I need to go buy a non-gps enabled watch for that?

We will not be covering the display, but you should make sure you are not displaying anything related to distance, pace, location, etc. I use one of my screens to display time of day and elapsed time only.

Just out of curiosity...
Would a GPS device with a taped-over display be allowed on a WRE course?

I guess based on explanation the answer is No.
