Most Attackpointers have been to more than one A-meet, but if you haven't, or you know someone (in your club?) who's on the fence, maybe the promotional coupon will swing them towards attending the Keystone Capers A-meet at the end of the month.
Coupon is posted on the Orienteering USA website, and linked from the events page (which also includes the link to the event, to register).

Seriously though, what is the purpose of the Registrar's sign-off, if not to indicate that the newb checked-in and, therefore, presumbly, paid? If he/she mails a check, and it has not yet been deposited -- it's common practice to wait until after the event -- the only proof of payment would be that signature.

Agree completely.
The requested "e-mail registration confirmation (including itemized costs)" will certify the amount of the entry fees to be discounted.
The credit card payment could be processed or the check could be cashed, but then the entry cancelled and the fees refunded. So I think the intention is that the registrar would not sign off until after the event, or at the very least until after the entry fee will not be refunded - although the form doesn't make that clear.
But you are absolutely correct that the registrar's signature could also certify that the payment had been made and no other proof is required.

Seems a little silly. Why not have the organisers refund the 50% at packet pick-up, then reduce the fees paid to OUSA by the appropriate amount?

It would appear that OUSA is trying to minimize the burden on the registrar:
The forms will still have to be verified, tallied up and submitted to OUSA. Then there will have to be some kind of new form for submittal that accounts for the refunds against the OUSA sanctioning fees form. In short, it would be quite a bit of effort to put into something that is temporary, after all.
Also, someone is going to have to check whether the competitor has actually competed in an A meet before. Don't think OUSA has that piece in place, yet.
