I would liket to point your attention to orienteering software not yet discussed here. It's Mulka2 originated in Japan for WOC 2005. It allows usage without license for events up to 200 competitors. Further details you can find here

It is quite universal and supports individual, relay, score-o, rogaining events. About licence price you should ask developer Yosuke MATOBA but it is something like 3000 JPY for personal and 10000 JPY for club licence. Go figure out amount in your local currency. I have experince organizing one relay event and one individual event this year with Mulka2 and Emit punching. Program felt very good. It supports also some advanced functionality like networked PC setup, intermediate/online controls, backup timing entry at finish area, reuse of ecards, Emit 250, MTR, RTR gear and more. Maybe english localization (and docs) are not in top noch condition but you can easely customize it using text resource file (and submit suggestions to developer). You can even make your own localization of software. Reports can be customized by fiddling with XSLT tranlations of event XML data. Overall it looks like a solid piece of software.
P.S. You should compile your starting lists outside of program and feed data to it. Text data files should be saved in UNICODE format !!!
