#3 was correctly hung but your hope was close.
It was the short 4th leg control on Blue. The root stock that it was hung on was a little up the reentrant from the one marked on the map. It wasn't visible when standing at the correct rootstock. Additionally, the correct root stock had been partly hidden on the map by control circle. Several people including me lost minutes on this. The problem ocurred because Peggy had started to do course setting in OCAD then transferred everything manually into Condes. She always intended to hang the bag on the root stock that it was hung on but was just a mouse click off on her computer.
The other control where there was a problem was #13. The clue description indicated it would be #150 but the real code on the bag was #130.
