Hi everyone,

I've been trying to get this question clarified but no one I've talked to seems to know. In building teams for interscholastics this year I have the following scenario:

A junior boy from my school will be going to the IS championship for the first time. Because he has only been orienteering since November and this is his first A-meet, he would like to run JV. The others from my school are going to run Varsity. He would still like to be part of a team, so he hopes to join one of COC's club teams.

The problem is, the rules state: "[Club] Teams may not include any members who are enrolled full-time in a school for which a team is competing in the Varsity or Junior Varsity team competition".

Does anyone know if this rule means that he can't join a club JV team because my school has a Varsity team? This seems like a strange conclusion, but the "or" makes the rule very unclear.

Mike Schuh is currently hashing this issue out with the Rules Committee, and I think right now he's looking for input from the USOF Executive Committee.

For what it is worth, the intent of that rule was to keep Club teams from in any way detracting from school teams. If presented with this scenario during the IS Task Force work, I would have clarified that it only applied to the same category; ie Club JV / school JV, or Club Varsity / school Varsity.

This issue has been voted on by the Executive Committee. Mike Schuh was apprised of the ruling 5 days ago. Here is the official statement:

We received the following request for an eligibility ruling. I forwarded this to the Executive Committee and we now have enough votes for a decision. It is the ruling of the Executive Committee that the Board's intent was to allow a student whose school does not have a team in the same category to join a club team. Therefore, the student in question may join a club team. One significant item that was brought forward by
me as part of this decision was that the rules as published for this meet do not match the wording from the Board minutes which read as follows:

"a) Club Teams may not include more than two members who are enrolled full-time in the same school, and who are otherwise eligible for an HSV or HSJV School Team.
b) Club Teams may not include any members who are enrolled full-time in a school for which a team is competing in the same school team category (HSV, HSJV)."

Steve Shannonhouse has indicated that he will correct the wording in future versions of the rules. If Board members believe that the Executive Committee vote does not truly match their intent with this language, then the language will need to be changed for future competitions by bringing forward a new rules proposal at a future board meeting.
