Bulletin 2 is now available on the NAOC website, along with a Course Notes document with information from the course designers.
The NAOC 2016 website has also been updated extensively to include the Bulletin 2 information, as well as links and maps for multiple training opportunities before the event, beginning Friday September 16 (look for the O Fest menu item).
Start windows are mentioned in the Bulletin, and copied below:
Friday, Sept 23 -- 12:30 to 3:45 PM
Saturday, Sept 24 -- 10:00 AM to 1:00 PM
Sunday, Sept 25 -- 8:00 AM to 10:00 AM
Relay Guides for the elite Sprint Relay, which will mass start at 12 noon on Sunday, will go on sale in the Sprint arena on the Dartmouth College Green once the relay teams go to quarantine at 11:00 AM. Please buy a guide and support the U.S. and Canadian orienteering teams (even if you can't stay for the relay)!
