They tend to do best in very transformed/manmade type conditions, and you really only want to put them on over a rotocorked/ironed-on fluoro block or powder, for optimal performance. This ends up being a very expensive wax job, but worthwhile for big events. It is definitely worth testing the liquids against whatever corked-on solid topcoats you're considering, because the performance difference can be startling (and not always in favor of the liquids).
Understood. The one I've got lined up is the Swix HVC. As you said, it goes over powder and is good for 15 km or so. Seems like the marathon courses are groomed to death; should be a help for the first third.
