Here's what I need:

An Android graphics program that can pan around an aerial photo image, zoom in and out, let me rotate the phone without triggering the accelerometer, and let me draw in various colors with a stylus over the image.

Cuz if I can just get that image into OCAD as a template that werks 4 mee.

Does such a thing exist on Android?

No idea of apps (there must be lots), but I can tell the scribbling method works pretty well, I have used it on symbian phones. My app also shows gps location as crosshair. Works really well with a good bt gps on cap.

You have an app? I just went to a store and played with the Samsung Galaxy Note II. I can import an image into it, zoom and pan, and draw over it, so it can work in a primitive way. What is your app like?

scribbling app with gps cross hair. ghetto enough.

Simple pything scripts, runs on s60 phone (not android).

There is no drawing in Custom Maps app, otherwise it loads a KMZ exported from OCAD just fine.
