Back to this old issue. Just wrote something about mapping styles related to this 1m knolls drawn with full contour issue. That is pretty much the suggested way to do it in Finland (Finnish adaptation of ISOM) when knoll is above a form line. Also some use full contour when gap makes the ring too hard to read. Classifying big/small knolls with form line/full contour is something we do only when there is no form line around (like what you get when you remove he form line and knolls are left on map).

Issue with the old map was overly small ~knee high knolls being mapped (instead of not mapping them at all), not mapping them with full contour instead of form line knoll.
