Do you really think your HR was low? It looks like you hit 180 as soon as you picked up to race pace. That's got to be about your max. I'd say you were O2 limited and may be why your legs felt tired.
Dude, my max is 193, and my threshold is 187. I'm young. So, yes, it was low. When I do a 5k race, my avg HR is 185ish.
If I were O2 limited, I would have been out of breath...
