How about a previously unknown "star"? Swedish junior Anton Sjökvist was assistant speaker at both WUOC in Borlänge last summer and had to jump in and fill out at Ski-WOC a couple of weeks ago - both with good results.
Per Forsbergs assistant speaker at many major events - Ola Jodahl may also be a good alternative. All these are Swedes of course, but speak decent English...

He's pretty cheap, and we could offer a discount, or maybe three for the price of two.
Ralph Street. Would be worth the (student) entry fees alone.
Oleg Chepelin can sing one mean karaoke (especially Barbie Girl by Aqua) so he could probably make the crossover to race announcer.
He can also do YMCA if required.

Hag Harris and Wish Gdula - commented on the Harvester Relayat Pembrey. conducted interviews during the race including the local population (ie the trees!!!) at 2am!

Harvester Relays at Pembury - I remember a runner coming in around 3am to find his next leg runner absent presumed still asleep in his tent. Hag's solution - turn the commentary up to full volume and start shouting the guy's name across to the entire campsite (maybe 400m away) to try and wake him up!
