They are not sanctioned and therefore cannot be ranked.

Am I correct in assuming that interested orienteers who wished to participate without being candidates for the WOC Team could choose to run either Red or Blue in the separate starting window regardless of gender?

Yes, there will be separate start window for non-trialers and only two courses to choose from: Red (M-Red, F-Red) or Blue.
