It is conjecture that the BBC commentators first used the expression. In view of tonight's pseud-o location credit should be given to the Hop Scotch theory - the game of Scotch predating the BBC by some hundreds of years but the origin and first documented use of the expression is conjecture.

Snakes and Ladders seems a more obvious source of the expression.
