Hmm, haven't heard that term before. I always knew of repeats in the 6-10 minute range as "Cruise Intervals" which should be done at roughly 5K pace.

I’m pretty sure I met Phil at some point, too. But, I have no idea why that would imply that I’d connect him to cruise intervals.
