Apparently you could still be eligible. The FISU rules say you have to be in school or have received your degree in the previous calendar year.
Ed, I agree with the concerns you mention. I first became aware of it from reading an article in the Adirondack Explorer last spring that said Paul Smith's was looking to improve their ski trails to host the 2023 ski-O races, as well as to make them better for the local ski team to practice and host races on. After reading that I spoke to David and a few others about it and it seemed like more was unknown than known at that point.
Curiously, from a quick glance through the FISU general rules,
https://www.fisu.net/medias/fichiers/winter_univer... it appears that the list of which optional sports the organizers want to include is supposed to be included in the bid process, which is then approved with the bid. So from that I would think that at this point it should be "known" if ski-O is on the program. Of course connecting the dots from "on the program" to a working plan of who is doing all the work to put it on is another matter, but sometimes that seems to be how high level exec types think. Make a deal first and then find someone to make good on whatever it was that you promised.
