When QOC hosted the ICs several years ago we did have a relay ... but I think it was just a for-fun thing and was open to all. Still, it was good fun, and I agree, WHY NOT have one for ICs? Makes so much sense.
I never run as hard as I do during a relay ...

In 2014, the DVOA-hosted Intercollegiates (which, that year, were not coupled with Interscholastics) included a relay on the first day. I do not recall if the 2nd day races counted in the IC competition, or it was just an A-day.

I'd combine IS, IC, and Relay Champs into one weekend.

What annual event has the most teams? IS/IC.

What annual event usually needs more teams? Relay Champs.

One day is a relay. One day is individual. For IS/IC, have both days count for overall team scoring. For everyone else, it's a club relay championship one day, and a national meet on the other.

Combining the two events would generate more buzz for the Relay Champs (more teams), and would raise the status of IS/IC Champs (adding something big for the non IS/IC crowd).

The only downside I see is that a few kids won't be able to run for their clubs in the relay, because they'll be committed to their schools (or vice versa). But I don't think that's a huge number of kids, to be honest.
