This sentence is part of one of the IOF Council's views on RUS proposal to the GA in 2016 Strömstad, SWE. Nothing wrong with the explanation but I got a feeling (again) that WR is here really only just to support the WOC competition model and nothing more. A small additional info. by no means would not hurt the image of WR. http://ranking.orienteering.org/Ranking
